The ‘Community or Custody?’ National Enquiry was set up to investigate whether intensive community sentences were more effective than short prison terms in stopping persistent, low-level offending.
A panel of leading figures toured the country looking at community sentences and hearing from local experts and members of the public – producing a final report which made a series of recommendations for the Government to adopt to ensure community sentences can be a real and effective alternative to short prison sentences.
